동북아시아의 평화를 염원하며

  한일 가톨릭 주교들은 양국의 가슴 아픈 과거 역사를 성찰하고, 정의와 평화가 넘치는 밝은 미래로 함께 나아가기 위하여 23년에 걸쳐 매년 정기적 만남을 지속하며 시대적 과제에 대한 성찰과 대화를 통하여 다양한 교류를 가져왔습니다. 우리 양국은 예로부터 다양한 물적 · 인적 교류를 쌓아왔고, 세계화된 오늘날에는 경제적 · 문화적 측면에서 한층 더 깊은 관계와 나눔을 갖게 되었으며, 함께 아시아의 평화를 위해 공헌할 수 있는 관계를 다져왔다고 생각합니다.
  오늘날 동북아시아를 뒤덮고 있는 불안한 정세는 지극히 우려할 만한 사태에 이르렀습니다. 동북아시아 국가들은 각각 동일한 정치 체제의 다른 대국들과 연계하거나 동맹을 맺음으로써 군사력으로 자국의 안정과 번영을 모색하고 있습니다. 이것이 각국의 위협과 불안을 일으키고 오늘날의 긴장을 불러오고 있습니다. 이에 우리 한일 양국의 주교들은 동북아시아의 평화를 진심으로 바라며 다음과 같은 성명을 발표하고자 합니다.

  하느님께서는 인간이 분쟁을 해결하기 위하여 항상 전쟁으로 치닫는 그릇된 악습을 떨쳐버리도록 촉구하십니다. 모든 사람은 군비 확장이나 핵무장을 통한 압박이 참된 평화를 보장하지 못할 뿐 아니라 오히려 전쟁의 위험을 증대시킨다는 사실을 깊이 인식하여야 합니다. ‘진정한 평화는 상호 신뢰 위에서만 구축할 수 있다는 원칙’(성 요한 23세)에 머물러야 함을 우리들은 강조하고자 합니다. 또한 우리 양국민은 모두 군비 확장에 투입되는 막대한 비용이 가난한 이들의 희생과 고통을 더 심화시키고, 환경 악화에도 지대한 영향을 미친다는 사실을 잊지 말아야 합니다. 모든 이들, 특히 국가 원수와 군의 지도자들은, 하느님과 전 인류 앞에서 세계 평화를 위한 막중한 책임을 항상 염두에 두고 평화를 위한 대화에 모든 노력을 기울여야 할 것입니다.

  폭력은 인간의 존엄을 훼손하고, 비참한 결과를 초래하는 어리석은 수단입니다. 사람은 누구나 같은 인간으로서 신뢰와 사랑으로 서로 연대한다면 어떠한 폭력도 극복할 수 있습니다. 우리 한일주교들은 무력이 아니라 하느님께 신뢰를 두고, 형제애를 적극적으로 실천함으로써 평화 건설에 매진할 것을 다짐합니다.

Hope for Peace in Northeast Asia

The Korean and Japanese Catholic Bishops have held annual meetings for 23 years to reflect on the heartbreaking history of two countries and to move forward together in a bright future full of justice and peace, and have made various exchanges of reflection and dialogue about the challenges of the times. There have been various kinds of material and human exchanges between our two countries throughout the history. Through the constant interaction two countries have deepened the relationship, in economic and cultural aspects in the globalized world, which can contribute to the peace of Northeast Asia.
The current situation of the Northeast Asia is very worrisome. Northeast Asian countries are seeking stability and prosperity built on their military power by cooperating with or forming alliances with other major powers of the same political system. This creates threats to the security of each nation and is causing tension today. We, the Bishops of Korea and Japan, issue this statement with the hope for peace in the Northeast Asia.

God urges us to unroot our evil practices of solving conflicts with resort to war. All of us should realize that a true peace cannot be guaranteed by nuclear armaments or militarization. Instead, such an attempt only increases risk of war. We would like to emphasize the principle declared by St. John XXIII: “true and lasting peace among nations cannot consist in the possession of an equal supply of armaments but only in mutual trust” (Pacem in Terris, n.113). Moreover, people in both countries should remember the fact that the poor and the environment continue to suffer while the astronomical sums of money are spent on armaments. For the sake of God and the whole humanity, everybody, especially the authorities of the nations and military, must feel responsible for peace throughout the world and pool all of their strength with one accord to establish peace through dialogue.

Violence is a foolish method which undermines human dignity and brings disaster to all humanity. Man can overcome any type of violence, in solidarity with each other based on trust and love for all human beings. We, the Korean and Japanese bishops, pledge to be committed to building peace by actively living the fraternal love, putting our trust in God not in military power.
